The file goes to the Downloads folder as usual. As you see in the attached pictures, I've got a burglar NPC with this face. This face can appear on townies/dormies/NPCs/etc. So it doesn't count as a 'borked' face template. The faces don't change drastically if the sims grow up. The face template is available for all ages.
